Biography

Wildiley Barroca is a young African leader engaged in promoting the Sustainable Development Goals (SDGs) and Pan-Africanism. Founder of the National Youth Parliament for Water (PNJA – STP); founder and first focal point of the Central African Youth Network for Forestry (REJEFAC – S. Tomé); first young man from São Tomé to join the World Youth Parliament for Water (PMJA); and the first young São Toméan to join the Pan-African Youth Union, the African Union's Consultative Body on Youth matters.

 

He was President of the Youth Literary and Artistic Union -ULAJE Club UNESCO (2008-2011); Secretary for Culture and Sports of the National Youth Council (2011-2014); President of the National Youth Parliament for Water of São Tomé and Príncipe (2011-2014); President of the National Youth Council of São Tomé and Príncipe (2014-2018); Advisor for Communication and Public Relations of the Pan-African Youth Union, Central Africa Coordination (2011-2014); African Youth Ambassador serving at the Pan-African Youth Union where he served as Vice President, Coordinator for Central Africa (2014-2018). He was also a Consultant to the Superior Press Council of São Tomé and Príncipe (2017); Vice-President of the French Alliance (2017-2019); Advisor for Parliamentary Affairs to the Government of São Tomé and Príncipe (2018); One Young World Peace Ambassador (2019); Global Goodwill Ambassador (2019); Registered member of the Bar Association of São Tomé and Príncipe (2020-2022); Founding Member of

International Association of Young Portuguese-Speaking Lawyers and member of the JALP Specialized Committee (2020-2023); French Teacher at Liceu Maria Manuela Margarido in the District of Mé-Zochi (2021-2022);

Consultant and Representative of the Professional Training Center for the Portuguese Footwear Industry (2020-2023); Resident Coordinator of the Network of European Experts for Economic and Social Development for the Republic of Equatorial Guinea (2022).

 

Poet, Jurist and observer of everyday life, he is the Author of the work Apuros da Minh ‘Alma Errante – the author’s first work launched at the Complexo Cultural dos Barris in Salvador – Bahia, Brazil; Author of the work “John Paul II or the Saint of Youth”; Co-author of the work “Moi Président” released on March 15, 2017 in France and Co-author of the work “A Poesia Multicultural”, released in July 2019 in Portugal; Co-author of the work “The Teaching of Law in the Countries of the Community of Portuguese Speaking Countries (CPLP)” launched on March 27, 2021 in Brazil; and Co-author of the work “WE HAVE A DREAM”, released in May 2021 in Japan;

 

He has bachelor’s in international Secretariat, E. master’s in law, Specialization in Leadership and Governance from Peking University - China; Postgraduate in Globalization, Diplomacy and Security from the Faculty of Social and Human Sciences of Universidade Nova de Lisboa, and more than hundreds of short-term professional training courses carried out in the country and abroad.

 

He participated in the development of the Pan-African Youth Strategy for Sustainable Development in Nairobi – Kenya in 2013; has participated in international youth meetings, highlighting the 1st Youth Forum on Youth Policies, Baku 2013; the Summit of Young Leaders Africa Europe - Brussels 2014, Constitution Workshop of the CEEAC Regional Youth Council in Malabo - Equatorial Guinea and Yaoundé - Cameroon 2013, and the VI Biennial of Young Creators of the CPLP in Salvador - Bahia, December 2013;  at the African Union Conference - Silencing the guns “Youth Building a culture of Democracy and Peace in Africa”, at the multi-stakeholder workshop accompanying the ACBBF / AIC capacity studies for Africa at the African Union headquarters in May 2016 in Addis – Ababa; 4th Congress of the Pan-African Youth Union in Johannesburg – South Africa, November 2014; Central African Regional Consultation for the 7th World Water Forum, in Douala – Cameroon, January 2015, Extraordinary Meeting of the Pan-African Youth Union in Dar es Salam – Tanzania; Workshop for the Preparation of the Pan-African Youth Union Action Plan held in Kinshasa – Democratic Republic of Congo; and meetings with African authorities, namely Ministers of Youth, Ministers of Foreign Affairs and Presidents of the Republic, on advocacy for the appropriation of the African Youth Charter and Youth Autonomation through National Youth Councils.

 

He contributed immensely to the development and consolidation of the democratic process in Africa, awareness, information, youth mobilization for sustainable development, as well as promotion, encouragement, and coordination of the activities of African youth as part of their contribution to capacity building in decision-making, leadership, and good governance, socio-economic, political and cultural on the continent.

 

He is currently an International Consultant for Legal and Business Affairs and CEO & Founder of WildGroup International Sarl.
